WebProc set means there is a certain condition that needs to be triggered in order for the effect to take place. Such as "if you do this type of damage, you will gain xy spell power for xy seconds". Non proc sets are "flat". For example you get a steady bonus of spell crit that doesn't change. You have it all the time.

Basically, anything that gives a flat unconditional number (such as Hundings rage) as a set bonus will work in a no-proc campaign.
